Thoughtful planning for community growth —

Habitat Planning is proud to have played a key role in securing planning approval for the expansion of Baranduda Lifestyle Estate, Lincoln Place, an established over-50s residential community in Baranduda, Victoria.

On behalf of our client, Lincoln Place Pty Ltd, Habitat was successful in guiding an amendment to an existing planning permit. The approval enables the incorporation of adjoining land and a significant increase in approved dwelling sites from 96 to 218, which supports both the continued growth of this reputable lifestyle village and provides for increasing demand for diverse housing across the Albury Wodonga region.

Early engagement to achieve optimal outcomes —

Early in the project, Habitat engaged in pre-lodgement discussions with Wodonga City Council to identify key risks, potential site constraints and opportunities, which was helpful in determining an appropriate pathway forward.

In addressing critical considerations upfront, including staging, infrastructure integration, open space provision and environmental factors, the project team was able to progress relatively seamlessly throughout.

In overcoming multiple controls and local frameworks which affected the site, including the Urban Growth Zone, Development Contributions Plan Overlay, Bushfire Management Overlay and Heritage Overlay; Habitat led and coordinated a network of technical consultants for supporting relevant works. This was helpful in informing a strong and detailed planning proposal, outlining the value of the development and demonstrating that the proposed works were compliant to those controls and aligned to the Wodonga Planning Scheme and the Leneva–Baranduda Precinct Structure Plan.

Increased housing supply and diversity in a growing region —

The approved expansion will deliver an additional 122 dwelling sites, contributing to increased housing supply within one of Wodonga’s key growth areas.

Designed to cater to downsizers, retirees and seniors, the development offers adaptable and thoughtfully-designed homes from 1 – 3 bedrooms and opportunities that support ageing in place. It also plays an important role in the broader housing market, in freeing up existing larger homes within the community for families and contributing to a more balanced housing mix across the region.

A better outcome for open space —

A key outcome of the amendment was the reconfiguration of public open space. The development will enable areas that have previously been fragmented and underutilised to be consolidated into a single, centrally located reserve, thereby creating a more functional and meaningful community asset.

The revised open space also delivers improved amenity and stronger connectivity, with links to surrounding bushland, the Baranduda Fields Sporting Complex and regional trail networks. The consolidation of land will be delivered early in the development staging, offering immediate benefit to both residents and the wider community.

Integrated environmental and community outcomes —

Environmental considerations were also carefully addressed throughout the planning process, with the development designed to retain existing vegetation where possible, complemented by additional landscaping across the site.

Following pre-lodgement advice, the project also incorporates a purpose-built habitat for the endangered Sloane’s Froglet, recognising its presence in the Albury Wodonga and surrounding area, and contributing to positive ecological outcomes.

A successful planning outcome —

From early feasibility through to approval, Habitat was pleased to play a lead role in guiding this complex application to a successful outcome. The result is a thoughtfully planned lifestyle village where residents can age in place, stay connected and enjoy modern, quality amenities.
